Saskatchewan has two sales taxes: the federal 5% GST and a 6% provincial sales tax (PST). The province's PST page describes PST as a six per cent tax on taxable goods and services consumed or used in Saskatchewan, and its registration bulletin says GST is excluded when calculating PST.
The CRA administers the GST and the Saskatchewan Ministry of Finance administers the PST. PST also applies to goods brought into Saskatchewan, so a business that buys from an unlicensed supplier outside the province must self-assess and pay the PST directly.
For GST, you must register with the CRA once taxable sales pass $30,000 in a single calendar quarter or over four consecutive calendar quarters. Our GST/HST registration guide covers that part.
For PST, Saskatchewan has no general small-supplier threshold. All businesses operating or making retail sales in the province must be registered, receiving either a vendor's licence or a registered consumer number, and you can apply online through Saskatchewan eTax Services (SETS).
The only carve-out is the small trader guideline. It covers people producing goods such as crafts at home with annual sales under $10,000, sold from their residence, who pay PST on their own supplies. It does not apply to sales to commercial customers, sales outside the residence or non-resident vendors.
For GST and HST, the CRA's place-of-supply rules tax goods where they are delivered and most services at the customer's address. A Saskatoon business shipping to Manitoba charges 5% GST, and one shipping to New Brunswick charges 15% HST.
Businesses outside Saskatchewan that make retail sales into the province, for example by accepting orders from Saskatchewan and delivering there, are required to become licensed to collect PST. Bulletin PST-5 sets out the details.
Saskatchewan PST is 6%, charged in addition to the 5% GST, for 11% combined on most taxable sales.
Divide the total by 1.11 to get the pre-tax price. For example, $111 divided by 1.11 is $100, which means $5 GST and $6 PST.
There is no general sales threshold. The only exception is the small trader guideline for home-based producers with annual sales under $10,000 who sell from their residence.
No. The province says GST is excluded when calculating PST, so on a $200 sale you charge $12 PST and $10 GST.
Not on goods delivered to Alberta, since Saskatchewan PST applies to goods consumed or used in Saskatchewan. The Alberta customer pays 5% GST only.
