Quebec charges the federal 5% GST and the 9.975% Quebec sales tax (QST), for 14.975% combined. Revenu Québec says that when the taxes are calculated in two steps, both the 5% GST and the 9.975% QST are calculated on the sale price, so QST is never charged on top of GST.
Revenu Québec administers the QST and, in Quebec, generally also administers the GST/HST on the federal government's behalf. So a Quebec business usually files both taxes with Revenu Québec rather than the CRA. Revenu Québec also says the 14.975% combined rate must not appear on the document attesting to the sale.
As a rule, you must register for both the GST and QST if you carry on commercial activities in Quebec and your worldwide taxable supplies, including those of associates, exceed $30,000 in a calendar quarter or in the four preceding calendar quarters. Our GST/HST registration guide covers the federal steps.
Some businesses must register earlier. Taxi businesses must register for both taxes regardless of sales, and businesses that retail tobacco, fuel or alcoholic beverages, sell or lease new tires, or sell road vehicles must register for the QST even as small suppliers.
For GST and HST, the CRA's place-of-supply rules tax goods where they are delivered and most services at the customer's address. A Montreal business shipping to Ontario charges 13% HST and no QST, and one billing an Alberta client charges 5% GST.
Sellers outside Quebec may need to register for the QST under the specified or the general system. A supplier registered for GST/HST elsewhere in Canada must register under the specified system once its taxable supplies to specified Quebec consumers exceed $30,000 over 12 months.
No. Both taxes are calculated on the sale price. On a $100 sale that is $5 GST and $9.98 QST (9.975% of $100, rounded to the cent), for a total of $114.98.
Divide the total by 1.14975. For example, $1,149.75 divided by 1.14975 is $1,000, which means $50 GST and $99.75 QST.
In Quebec, Revenu Québec generally administers the GST/HST as well as the QST, so most Quebec businesses register and file both with Revenu Québec.
No. Revenu Québec says the 14.975% combined rate, and the rounded 9.97% and 14.97% rates, must not appear on the document attesting to the sale.
No. Goods delivered to Ontario and services billed to an Ontario address are generally charged Ontario's 13% HST, with no QST.
