How sales tax works in Newfoundland and Labrador

Newfoundland and Labrador charges a 15% harmonized sales tax (HST). The province's Department of Finance explains that the provincial portion rose from 8% to 10% on July 1, 2016, giving today's 15%: 5% federal plus 10% provincial.

The HST is federally administered. The province says the Canada Revenue Agency collects it, processes applications and makes rulings, and that businesses deal directly with the CRA. Under the federal-provincial agreement, the province can change its portion no more than once in any twelve-month period.

Who has to register and charge it

Whether you must charge HST depends on the CRA's small-supplier rule. Pass $30,000 in taxable sales in one calendar quarter, or over four consecutive calendar quarters, and you must register and charge 15%. Our GST/HST registration guide walks through it.

Self-employed taxi and ride-sharing drivers are an exception and must register regardless of sales. Contractors billing clients can check what to include on each bill in our contractor invoice requirements guide.

Selling to customers outside Newfoundland and Labrador

For a St. John's business selling to the mainland, the place of supply decides the rate. Under the CRA's place-of-supply rules, goods are generally taxed where they are delivered and most services at the customer's address. Shipping to Ontario means 13% HST, and shipping to Alberta means 5% GST.

Customers in Quebec, Manitoba, Saskatchewan and British Columbia also face a provincial tax with its own rules for out-of-province sellers. The rates by province guide lists them all.
